Israel/EU - Israel appealed to the EU's 27 member states and EU foreign affairs chief Catherine Ashton
with a request to renew the upgrade process aimed at Israel's becoming a
full EU member, with the message that the renewal of 'peace talks' has created appropriate
conditions for such negotiations. In April 2009, the EU suspended the upgrade process after
Israeli prime minister Benjamin Netanyahu
announced
a stall in the peace talks.
At the same time, Netanyahu decided not to
meet a delegation of European foreign ministers from Britain (William
Hague), France (Bernard Kouchner),
Italy (Franco Frattini), Spain (Miguel Ángel Moratinos) and Germany
(Guido Westerwelle), because they intended to pressure Israel over the
settlements. He said that current restrictions on building West Bank Jewish settlements will not
remain. EU countries are excluded from the US-sponsored bilateral 'peace talks' between Israel and the
Palestinians.
