New York - Charges were filed Tuesday against 17 people accused of taking more than $42 million from programs established to help
HOLOCAUST survivors. Over a period of almost 16 years, millions of dollars
found its way into the pockets of employees of the Conference on Jewish Material Claims Against
Germany
and an elaborate network of fraudsters.

The money came from two funds managed by the
Claims Conference, established almost 60 years ago to assist those harmed by Nazis. The Claims Conference distributes more than $400 million a year from funds provided by the German government.
Semen Domnitser (3rd from above)
was the ringleader of the fraud, serving for more than 10 years as the director and
overseeing the two funds. Dora Grande (3rd from below), a licensed notary
public, dummied up the fraudulent applications from her Brighton Beach, Brooklyn,
office.

The Hardship Fund makes one-time payments of about $3,600 to victims who were forced to leave their homes while fleeing advancing Nazis
troops. The Article Two Fund gives pension payments of roughly $411 a month to those who earn less than $16,000 after taxes and spent a minimum of six months in a concentration camp or at least 18 months in a Jewish ghetto in hiding or living under a false identity to avoid the Nazis.

Chairman of the Conference is Julius Berman (1st from above). The Claims Conference highest-paid official, executive vice-president Gideon
Taylor (2nd from above) , was awarded $437,811
in salary and pension .

The Claims Conference is the richest Jewish foundation in the world, has still failed to provide adequate financial assistance to elderly and sick
HOLOCAUST survivors. The Claims Conference currently holds in trust $900 million in
assets. In a 2006, the Claims Conference, while having $1.7 billion in its accounts,
financed welfare assistance for only 9,000 survivors while tens of millions of dollars each
year are spent on management expenses with the balance going largely to organisations having little to do with the
HOLOCAUST.

In June 2008, the office of Germany's federal auditor announced it was considering an investigation of the Claims Conference.
